Program Details


The City of Lowell participates in the IRS governed Medical Flexible Spending Account and Dependent Care Flexible Spending Account programs, which allow you to set aside up to a specific amount of pre-tax dollars from your paycheck to pay for expenses not covered by your insurance (Medical), or to assist people with children in daycare or parents that require elder care (Dependent).

Benefit Administration


Flexible Spending Account benefits are administered through the Cafeteria Plan Advisors, Inc. (CPA), who should be contacted directly via 781-848-9848 regarding any comments, questions, or concerns you may have about these benefit.

The following information will assist you with your Flexible Spending Account benefits, but please refer to the CPA website for the most current forms and up-to-date information!

  • FSA Health Care - Eligible Expenses Summary of Health Care FSA eligible and ineligible expenses.
  • FSA Benny Card  - Overview of the Benny Prepaid Benefits Card option, available directly through the Cafeteria Plan Advisors in conjunction with the Flexible Spending Account benefit.
