Office of Cultural Affairs and Special Events Overview


The Office of Cultural Affairs & Special Events (CASE) is the official arts and events agency for the City of Lowell, MA. Established by City ordinance in May 2008, CASE's mission is to help create a high quality cultural environment that offers appealing experiences to the city’s diverse population, stimulate economic development, enhances quality of life and encourage people to experience and  participate in the culture of the community. As both a service and presenting organization, CASE accomplishes this mission by planning yearly community events including:
  • 4th of July Celebration 
  • Monster Bash
  • City of Lights
  • Winterfest
  • St. Patrick's Day Breakfast

Logistical Support


Events


CASE provides logistical support for large and small events,including the Lowell Folk Festival, the Lowell Kinetic Sculpture Race, Bay State Marathon and the Southeast Asian Water Festival, and can provide assistance with the event permitting process. 

Filming


CASE is assisting production companies of any size who choose Lowell as their production location and is actively promoting Lowell as a valuable and exciting film making destination. CASE aids with site selection and coordination of City services. Click here to find out more

Promotion and Marketing

 
CASE also works to promote Lowell as a tourist and visitor destination by marketing the Lowell and all the great things to do and see through a variety of channels.
At the heart of this effort is the #Lowell: There's A Lot To Like campaign and LikeLowell.com the new web page for all things to do, culture and more in Lowell.
 
CASE can help residents and event producers to promote their event on the City's Community Event Calendar. You can access that calendar at likelowell.com/calendar.

Special Event and Film Permits


Please review the descriptions below to determine which permit you may need. The permit application in the documents section is a "fillable" PDF that can be saved to your desktop, edited electronically and emailed back to our office; or it can be printed if necessary. A Special Events Permit fee of $25 (check or money order only) will be required at the time of application.
