Edward J. Kennedy served on the Lowell City Council for four terms from 1978 to 1985. In 2011, he was elected to a fifth term on the Lowell City Council and has remained. He served as Mayor of the City Council from January 2016 to December 2017.

Councilor Kennedy is a lifelong resident of Lowell and resides in the Belvidere section of the City. He is a graduate of Boston University and holds a Masters Degree in Public Administration from Framingham State University. He is self-employed as a commercial real estate appraiser. Councilor Kennedy is a long-time member of the Democratic State Committee, the Sierra Club and the Appalachian Mountain Club.
