Councilor Milinazzo served on the Lowell City Council from 2003 through 2011, serving as Mayor in the 2010-2011 term. In that time, he was Chairman of several subcommittees including the Economic Development and Housing Subcommittee and served on the Neighborhood and Public Safety Subcommittee, among others. Since returning to the City Council in 2014, Milinazzo has served as Chairman of the Zoning Subcommittee.

A 1972 graduate of Lowell High School, Councilor Milinazzo received his Bachelor’s Degree from Merrimack College and a Master’s Degree in Public Administration from Suffolk University.

Councilor Milinazzo boasts a varied professional career bridging the public and private sectors. He has served as the Director of the city’s Division of Planning and Development, as well as the Executive Director of the Lowell Housing Authority. Jim served as the Executive Director of the Lowell Development and Financial Corporation and the Lowell Plan, Inc., Senior Vice President of Lowell Institution for Savings, and MASSBANK. He also served as Vice President at TD Bank and Jeanne D’Arc Credit Union. Currently, Jim is the Executive Director of the Revere Housing Authority.

Councilor Milinazzo lives in the city’s Belvidere neighborhood with his wife Anabel. They have one (1) daughter, Julie Durkin, who is married to Attorney Brian Durkin, who also live in Lowell. Councilor Milinazzo enjoys spending his free time with his two (2) grandsons Tyler and Jack Durkin, especially in York Beach, Maine.
