Sec. 13-182. All-night parking
(a) For the purpose of public safety and convenience during the period from December 1 to March 31 between the hours of 2:00 a.m. and 6:00 a.m. the parking of vehicles shall not be allowed on the following streets or portions of streets: Andover Street, from Concord River city line. Appleton Street, entirety. Arcand Drive, entirety. Branch Street, entirety. Bridge Street, entirety. Broadway Street, entirety. Central Street, from Merrimack to Charles. Chelmsford Street, entirety. Church Street, entirety. Dutton Street, from Merrimack to Thorndike. East Merrimack Street, from Nesmith to Concord River. Fletcher Street, entirety. (b) Vehicles parked in violation of this section shall be subject to a ten-dollar fine. Vehicles in violation of this section may, upon the authority of a police officer, be further subject to being towed and the owner of such vehicle shall be liable for such charges incurred for the removal and storage of the vehicle. (
(c) Signs stating parking regulations shall be posted at both ends of public ways or at intersections as required by the commonwealth.
CHAPTER 13, ARTICLE VIII. PARKING IN SNOW EMERGENCIES
Sec. 13-256. Prohibited.
(a) Whenever the city manager or his designee declares an emergency exists in the city in regard to plowing or snow removal by the giving of at least six (6) hours notice, it shall be unlawful for the owner, operator or person in charge of any vehicle, other than one acting in an emergency, to park such vehicle or permit or suffer the same to be parked on any public street in this city for the duration of the emergency.
(b) Any violation of this section shall be punishable as provided in M.G.L.A., c. 90, § 20A. (Code 1971, § 19-89)
Sec. 13-258. Contracts for towing and storage.
The chief of police shall award contracts for the towing and storage of vehicles removed and stored under this article by competitive bids, advertisements for which shall be inserted once in a newspaper published in the city at least seven (7) days prior to the opening of bids. Such advertisements shall provide that the city reserves the right to reject any and all bids. Such contract shall provide that there shall be no obligation on the part of the city for the payment of towing or storage charges, but that the contractor must resort for payment to the owners of vehicles removed from the public streets and stored as provided herein. Sec. 13-259. Liability of contractor.
The contractor shall be liable to the owner for any damage caused to a vehicle arising out of negligence in the course of removal and storage pursuant to this article. (Code 1971, § 19-92)
Sec. 13-260. Records of vehicles removed.
The police department shall keep a record of all vehicles towed or removed under the provisions of this article. Such record shall be retained for one (1) year and shall contain the following information:

- The location from which it was towed, and time and date of tow order
- The location to which it was moved
