FY2026 Assessment Information Guide

The Assessors’ Office is pleased to share the attached FY2026 Assessment Information Guide, created to help taxpayers better understand how their property assessment was developed. This document explains residential assessment valuation. *Please note that property characteristics and assessments are as of the January 1st of the calendar year in which the City's fiscal year began.

Cyclical Inspections - 2025 Schedule

Inspectors are currently in the Acre and Downtown neighborhoods. As always, inspectors are City of Lowell employees and have identification on them at all times. This inspection is State mandated and is beneficial to the property owner to ensure the details of the property are correct for assessment purposes. If the inspector finds no one home at the time of the visit, a card will be left asking for a call for an appointment for an interior inspection; the exterior will be measured if possible, and the inspector will move to the next property. 

Affidavits of Address for Property

City Council Ordinance requires that property owners file an Affidavit of Address upon the purchase of a property and/or when there is a change in the owner mailing address or other information. Please follow the link to download the form: Affidavit
