311 Enterprise Service Requests (ESR)
Whether making a request for information, service, or support, the Tyler Enterprise Service Request (ESR) system is the core of an integrated 311 constituent civic request management system for non-emergency requests. 311/ESR is designed to take in requests from multiple channels, manage resolutions, and measure results, while providing citizens with direct and convenient communication to City services, streamlining the citizen experience. A request only needs to be made once through one intake channel, whether through the online portal, mobile app, email, phone call, or walk-in. Once submitted, citizens can follow progress online and through the mobile application, while management can monitor key data and analytics through a Key Performance Indicator (KPI) dashboard and robust reporting. KPI trends include days-to-close, incident volume (by type/ time/ district), geo-spatial density, and more.

Register to Create an Account and Submit a Request

Lowell 311 WEB Non-emergency Service Requests
BE SURE TO REGISTER!

Visit www.lowellma.gov/311 to get started

  1. Before submitting a request, you will need to create an account.
  2. On the “City of Lowell Service Request Access” site click “Sign In” in the upper right of the page. 
  3. Click “Create an Account” and fill out the fields for email, First & Last name, and password. Click the “Sign Up” button when complete. 
  4. A verification email will be sent to the email provided. Be sure to check the spam filter if it is not seen.
  5.  On the 311 Service Request Access site click “Sign In” button in the upper right of the page. Enter username and password to log in and track requests
  6. Once logged in click on the “Create a New Request” tile. Click in the “Request Category" and "Request Type" field to select a category and type.
  7. Enter the address for the request
  8. Enter your information in the "Contact" section
  9. in the “Description” field enter additional information.
  10. Upload any images that are related to the issue.
  11. Click the “Submit” button to complete your request. Once submitted a confirmation email with the request number will be sent.
