Preliminary elections for City Council will take place in Districts 2, 3, 4 & 7 on Tuesday, September 21. All registered voters in these districts are eligible to vote by mail or during in-person early voting.

POLLING LOCATIONS
Due to the changes in the election system and the creation of districts, many voters will have new polling locations for this year’s election. All registered voters in districts where preliminary elections are taking place were recently mailed a postcard informing them of their polling location for the 2021 Municipal Preliminary Election. 

To verify your polling location, visit: lowellma.gov/pollinglocations or wheredoivotema.com or call the Election Office at 978-674-4046.

IN-PERSON EARLY VOTING
In-person early voting for the Preliminary Election will be offered on ten days starting Wednesday, September 8 through Friday, September 17. Early voting will be offered at the following times/locations:

Lowell Senior Center, 276 Broadway St. - 8AM - 4PM
Greenhalge Elementary School, 149 Ennell St. - 5PM - 8PM

Thursday, September 9
Lowell Senior Center, 276 Broadway St. - 8AM - 4PM

Friday, September 10

VOTING BY MAIL
Under a state law passed in July 2021, voting by mail and early voting will be allowed in the September Preliminary Election and the November Municipal Election. You do not need to have an excuse to vote by mail, however you must complete a 2021 vote by mail application and return it to the Election Office in order to receive an mail-in ballot. 

Vote by mail applications can be downloaded at: lowellma.gov/votebymail, or can be requested by calling the Election Office at 978-674-4046. Completed applications can be returned by e-mail to elections@lowellma.gov or by postal mail.

Voters who wish to vote by mail are advised to submit an application as early as possible. The U.S. Postal Service recommends allowing up to 7 days for ballot delivery in each direction.
