The Office of Cultural Affairs & Special Events (CASE) is the official arts and events agency for the City of Lowell, established by City ordinance in May of 2008. Since its inception, CASE has become a key lynchpin in the City's arts and culture sector. CASE produces events throughout the year that draw thousands of residents and visitors to Lowell. These events include: WinterFest, 4th of July, MonsterBash, and City of Lights.
In addition, CASE serves as the primary conduit for other organizations when they utilize City services to produce events in Lowell. With CASE serving as one central office for organizations wishing to produce events in the City, it streamlines the process for them, making it more efficient and easier to produce events in the City. These events include: the Lowell Folk Festival, Southeast Asian Water Festival, Bay State Marathon and Lowell Kinetic Sculpture Race, Points of Light, and the Puerto Rican Festival among an ever-increasing list. In 2022, CASE also became a producing partner in Greater Lowell PRIDE and has taken a lead role in that event as well as helping launch the first Latin Heritage Festival.
In addition to all this, CASE works with film and production companies looking to film movies and TV shows in Lowell. CASE coordinates and facilitates the permitting process and makes suggestions on filming locations and support locations for crews.
