Pursuant to Chapter 69 of the Acts of 2011, the City of Lowell has transferred all its employees, retirees, and survivors to the Commonwealth of Massachusetts' Group Insurance Commission (GIC) health benefits as of July 1, 2012. The GIC offers high value health insurance plans which have earned the distinction of being among the top ten commercial health plans in the country.


While all of the details regarding GIC health insurance options, including rates, plans, benefit decision guides, and frequently asked questions are available on the GIC website, there are also essential documents which will assist you with your health and medical insurance benefits.

GIC Coverage Required Documents


Details the documents the GIC requires you to submit along with your GIC health plan enrollment, which may vary based on coverage type (e.g., single, spouse, dependents, retired, etc.).


How to Enroll

Employees have thirty (30) days from their date of hire to enroll. Otherwise, employees may enroll within thirty (30) days from a qualifying event or during Open Enrollment. Active employees can obtain the Form-1MUN from the Human Relations Office. Retirees can contact the GIC directly at 617-727-2310.
