Certificates of Redemption

A Certificate of Redemption may be requested for properties that have a recorded lien from an Instrument of Taking Certificate filed against the property by the city at the registry of deeds.  Once issued, this document is to be filed at the Middlesex North Registry of Deeds at 370 Jackson Street, Lowell, MA to show that the lien placed against the property has been paid.

In order for a Certificate of Redemption to be issued the lien against the property must be paid in full.

Making a Request for a Certificate of Redemption

Certificates of Redemption cost $10.00 per certificate.  Checks and money orders should be made payable to the City of Lowell.  Debit/Credit card payments are not accepted. 

Requests should be submitted in writing with a copy of the Instrument(s) of Taking to be redeemed. and payment of the processing fee.  The request should contain the address of the property, parcel ID (if possible), and year listed on the Instrument of Taking. If you wish for the redemption to be mailed to you, please include a self-addressed stamped envelope for us to mail.  If you wish to pick it up once ready, please include a phone number in which to contact you.

If you wish for the Treasurer's Office to file the Certificate of Redemption with the Middlesex North Registry of Deeds, then an additional $105.00 per certificate must be included with payment to cover the cost of the filing fee charged by them.

Requests will be processed strictly in the order received.  The Treasurer's Office will not rush any request.  The Treasurer's Office has up to 10 business days to process the request starting on the date the office receives the request.
