Garage Parking Rates

Hours of Operation

 Our facilities are available for parking 24 hours a day, 7 days a week, 365 days a year.

Our office hours at each facility are generally Monday-Friday 7:00am - 3:00pm, with the exception of the central offices at the Joseph Downes Parking Facility, which is staffed Monday - Friday 8:00am - 5:00pm

Rates

During Special Events, a pre-paid special event rate may apply to all City of Lowell Parking Facilities. Please note that all rates are subject to change.

Garage parking pass card rates are: (Effective 7/1/25)

  • Market Rate:  $129.2500/mo.
  • Group Discount*:  $116.25/mo.
  • Downtown Resident Discount**:  $97.00/mo.
  • Downtown Resident Discount (senior)***:  $48.25/mo.
  • Downtown Resident Discount (disabled)****:  $48.25/mo.
  • LHS Student: $34.25/mo. (during school year)

*Group billing discount contingent upon 20+ pass cards on one bill paid for on time with one remittance.

**Downtown resident discount contingent upon proof of residency and congruent vehicle registration.

***Downtown resident discount (senior) contingent upon proof of residency and congruent vehicle registration.  The individual must also be age 65+ (or those 62 years of age and over receiving a reduced rate as of the passage of the ordinance).  

****Downtown resident discount (disabled) contingent upon proof of residency and congruent vehicle registration.  The individual must also furnish a valid MA handicap placard.

The cost for a lost or misplaced ticket is:

  • Lost Ticket Fee - Garage max rate.
