More… The City of Lowell is creating a temporary program to allow restaurants to operate in outdoor settings. The intent of the program is to allow for greater physical distancing and safety for customers when the Commonwealth’s public health orders allow restaurants to resume sit-down service, as outlined in Phase 2 of reopening Massachusetts. This is a temporary program to support our local eateries and residents. It will be available for the duration of the outdoor summer dining season through October 31, 2020, at which time the City may evaluate a potential expansion of the program. The City reserves the right to require the user to remove the street seat if and when it determines it to be necessary, for any reason and at any time. All furnishings and lighting must be easily removed at the end of the program period.Less…

The Program seeks to increase accessibility into storefronts, improve the physical appearance of independently owned businesses, and enhance the commercial districts of Lowell. This program provides: •90% matching grant up to $20,000 for ADA improvements to entrance, including but not limited to ramps, lifts, doors, hardware, automatic openers, accessible parking, and signage •50% matching grant up to $15,000 for other façade improvements, including windows, paneling, architectural details and restoration of historic features •50% matching grant up to $2,500 for signage, including window signage, lighting, and awning improvements.Less…

Once a business is nominated, an inspection will be conducted by the City’s Division of Development Services within 21 days. If the nominated business meets all the criteria for their sector, and does not have any outstanding code violations, they will be given a golden mask decal to prominently display for their customers and employees to see. This application will help us determine how many propane heaters the City will be able to distribute to our restaurants to borrow for outdoor seating in cooler months.
