The City of Lowell requires contractors to obtain permits for work performed within the City, weather public or private. Work shall not start until a permit has been approved. Types of work requiring permits include:
- Driveway Paving and Construction
- Dumpster or Pods placed on City Right-of-Way (ROW)
- Excavation in the City ROW
- Water Services
- Sewer Services
- Gas Services
- Electrical Services
- Communication Services
- Street Closings (for construction, maintenance, festivals, temporary sidewalk closures)
Applicants are required to review and comply with the City and State permit regulations and ordinances affiliated with each permit.
