Drain Layer License


To perform any work on the City of Lowell's drainage, sewer, or water systems, you must be a licensed Drain Layer. Follow the steps below to apply for and maintain your license:

Applying for a Drain Layer License


1) Review the Requirements

  • Read Section 272-30 of the City of Lowell Code of Ordinances.
  • Confirm that you (not just your company) will be performing the work.

Note: Licenses are issued to individuals only. Each person working must hold their own license.

2) Gather Required Information

Prepare the following:

  • Applicant and company name, contact info, and mailing address.
  • Copies of your driver’s license and hoisting license (if applicable):
    • License number
    • Class
    • State of issuance
    • Expiration date
  • A list of the types of work you’re qualified to perform.
  • Proof of bond and insurance coverage (must remain active year-round).
  • Municipal license references:
    • Three (3) letters from Massachusetts municipalities on official letterhead.
    • Letters must describe the type of work and approximate number of permits completed.
    • Letters must be dated within the last 12 months.

3) Complete the Application

  • Download and fill out the Drain Layer License Application Form
  • Make sure all sections are completed and signed.

4) Submit the Application

Submit your completed application:

  • By mail or in person:

Including:

  • Completed and signed application
  • Required documentation (license copies, insurance, bond, references)
  • Non-refundable application fee (see fee schedule)

Note: Fees are not prorated. All licenses expire December 31 of the same year, regardless of application date.

5) Application Review

  • Your application will be reviewed by the Engineering Division.
  • You will be notified via email once your license is approved or if any additional information is needed.

6) Obtain Permits Before Starting Work

  • Once licensed, you must obtain a permit for each job before starting any work.
  • Starting work without a permit or without notifying the Engineering Office of an emergency is a violation and may result in disciplinary action.

7) Schedule Inspections

  • Contact the Engineering Office at least 24 hours in advance to schedule required inspections.
  • Do not backfill any trench until it has been inspected or written approval has been given by the City Engineer
