The City of Lowell is moving forward with the replacement of the culvert on Billerica Street to improve drainage and reduce the risk of flooding. The existing culvert is outdated and will be replaced with a modern structure that meets current standards for stormwater flow and roadway safety.
The work includes culvert removal and installation, utility coordination, roadway reconstruction, and site restoration will be part of this project.
