Tax Title Division
The Tax Title Division is a Division within the Law office of the City of Lowell, which oversees efforts to collect all delinquent tax bills due to the City. This is performed in close collaboration with other municipal offices such as the City Treasurer's office and Development Services (DPD).
The Tax Title Auction List and prospective buyer's list for properties in tax title are supervised within this division.
The current Tax Title List is still under review.

What is a Tax Title list?
The Tax Title List represents the City of Lowell’s list of properties with unpaid taxes, which can be placed for auction and is subject to change. Each parcel on this list owing property taxes has had a lien recorded at the Middlesex North Registry of Deeds.
The list will be updated as taxes are paid and new liens are recorded. The amount listed is the unpaid principal balance only. Interest, penalties, and fees are in addition and are also owed.
