The Tax Title Division of the Law Department helps the City collect property taxes. When a property owner doesn’t pay their taxes, a lien will eventually be placed on their property. If the property owner still does not pay their taxes after a lien is placed, we will review and file a petition in Land Court if necessary to pursue a judgment.

What is a Tax Title list?
The Tax Title List is updated as tax liens are either redeemed or newly added to the City of Lowell’s tax title records. Each property listed has a lien recorded at the Middlesex North Registry of Deeds for unpaid real estate taxes. The list outlines the principal, interest, fees, daily accruing interest (per diem), and total amount owed for each parcel.
Updates are published on the first business day of each month and are available for public viewing in the Law Department or here on our website: February 2026 Short Title Report
This list is not sufficient for providing redemption or payoff amounts. To obtain an updated payoff balance, contact the City of Lowell Treasurer’s Office at (978) 674-4222.
