Water & Sewer Infrastructure Improvements
The City will accelerate its efforts to complete sewer separation projects in the Humphrey's Brook, Billing Brook subarea, Tilden Street subarea, and other identified locations to reduce CSOs. Investments will also be made in water infrastructure and to purchase heavy machinery to better maintain the water & sewer systems.
LRWWU Launches Sewer Backup Prevention Cost Sharing Program
The City of Lowell is offering a reimbursement of up to $5,000 to eligible property owners to reduce the risk of sewer backups into their homes and businesses. The reimbursement program is being financed through the American Rescue Plan Act (ARPA); funds will be awarded on a first-come first approved basis and cover reimbursements from January 1, 2022, through December 31, 2024. The last date to apply for the program is November 1, 2024.

Utilizing American Rescue Plan Act (ARPA) funding, the Lowell Regional Wastewater Utility (LRWWU) purchased two new combination vacuum jetting trucks (Vactor 2100i). These powerful pieces of equipment are able to handle a vast array of wastewater cleaning and maintenance activities.
The truck is equipped with a water jet that can remove grease, grit, and other obstructions within sewer lines and catch basins. The powerful vacuum is used to remove and dispose of sewer and catch basin debris. These vehicles are also used to aid in environmental clean-up, flooding emergencies, and in supporting excavation activities across the city. Vacuum trucks are a vital part of a wastewater utilities' approach to clean and maintain the collection system.
Utilizing American Rescue Plan Act (ARPA) Funding, Purchase of Hydro Evacuation equipment will allow for required water & sewer infrastructure upgrades and/or repairs to be conducted in a more safe, productive, efficient, and nondestructive manner. Purchasing this equipment will increase the Water Utility's flexibility, by allowing for quicker response times to emergencies, providing a safer work site, and more efficient installation programs. Increasing the Water Utility’s independence will also reduce costs and construction times (for current and future projects) while permitting more efficient water service restoration.

CUES Video Sewer Inspection Vehicle Purchase
Purchase of CUES video inspection vehicle to proactively monitor existing sewer line conditions, and identify areas of concern that require maintenance and/or before a service failure occurs. This vehicle is able to conduct this monitoring through by more efficient and less invasive means, and allow the Wastewater Utility to address areas of concern, and provide preventative maintenance in a proactive fashion.
