The Lowell Regional Wastewater Utility (LRWWU) Administration is responsible for all ongoing projects, budgets, payrolls, and purchasing. Most communication goes through Administration, including questions from the public in regards to billing, odor complaints, and residential sewer issues.

Maintenance and Collections Staff
The Maintenance Division at LRWWU works to maintain and improve both the Duck Island Treatment Facility, as well as the City of Lowell's sewerage and drainage collection systems.

Operations Staff
The LRWWU Operations Division is responsible for the 24/7/365 operation of the Duck Island Clean Water Facility, which includes monitoring of flow and water quality information, testing and control of pretreatment operations for hauled wastes, and NPDES permit compliance.

Pretreatment and Engineering Staff
LRWWU has had an EPA-approved Industrial Pre-treatment Program (IPP) since 1998. The purpose of the IPP is to prevent pass-through and interference caused by industrial discharges. In addition to overseeing the IPP, LRWWU engineers also work closely with the Operations Division to ensure that the treatment processes are operating smoothly and providing effective treatment. The LRWWU manages a large Capital Improvement Program (CIP) that is responsible for the reinvestment of more than $100M in the past decade.
