Marijuana Businesses
In 2016, Massachusetts passed a ballot question making recreational marijuana legal in the state. In May of 2018, the Lowell City Council adopted comprehensive zoning regarding marijuana businesses. That zoning laid out specific districts in the City that would allow for retail marijuana establishments. Additionally, the Council adopted an ordinance that limited the number of retail establishments to five (5). The City Council has not set a limit on the number of marijuana cultivation, processing or manufacturing businesses in the City.
Retail Dispensaries
The City has entered into Host Community Agreements with five (5) retail marijuana dispensaries. As such, the City is no longer accepting applications for retail locations.
Cultivation, Processing, Manufacturing Businesses
The City is still open to accepting applications from interested parties for marijuana cultivation, processing or manufacturing businesses. Before contacting the City, you will need to have the following information:
- Address of the location you are proposing for the business
- Business Plan
- Capitalization Plan
- Resumes/CVs for the Principals of the business
